1. Items Subject to Bidding (1) Subject: FY2026 Survey and Analysis of Domestic and International Medium-to-Long-Term Energy Supply and Demand Trends for Energy Security and GX (2) Specifications, Delivery Deadline, and Location: As per the attached specifications (Document No. 2). (3) Bidding Method: Bids shall be submitted for the total contract price. A proposal must be submitted alongside the bid for technical evaluation. The contract price will be the bid price plus 10% consumption tax and local consumption tax (fractions less than 1 yen are rounded down). 2. Qualification for Participation Must not fall under the provisions of Articles 70 and 71 of the Budget, Settlement and Accounting Ordinance. Must be qualified under the FY2025-2027 Unified Qualification for Participation in Competitive Bidding of the Ministry of Economy, Trade and Industry (METI) in the category of Provision of Services, with a grade of A, B, C, or D. Must not be subject to suspension of subsidy grants or suspension of bidding by METI. Must not have had a contract with METI terminated within the past three years due to inadequate information management. 3. Submission and Procedures (1) Bid Briefing: To be held via Microsoft Teams on June 18, 2026, at 11:00. Registration of contact details is required by June 17, 2026, 12:00. (2) Questions: Deadline is June 29, 2026, 17:00. Submit via email using the designated form. (3) Submission Deadline: Proposals and bid documents must be submitted by July 6, 2026, 12:00. (4) Bid Opening: July 9, 2026, 15:30 at the METI Annex, 3rd Floor, Conference Room 325-E.
